The WC-63 should have a longer frame for the winch to bolt to, and the WC-62 frame is shorter. It is not like the later PWs with the bolt on extensions.
The factory reinforcements tend to be hot riveted only, so if this extra plate is bolted then it may be a later add on.
Someone with more experiance with the 6x6s will have to answer this question.
