Dodge 230 Engine question

I took a couple of engines to the machine shop today and the older machinest ask me if I knew what the threaded hole was for in the middle of #6 on the cylinder head, I told him I wasn't sure, he said it was for pumping air.
Is this so?
I am sure it could be used for this but was it designed for that?
