I may be wrong but if you do not have all the electronic sencors involved with the engine causing the brain to adjust things it seems you would lose just HP to the engine and if you could still get air to the engine it would run. You would have to remove the blockage for the exsaust to flow and not sure what that would involve but if the Turbo is not turning it won't push air into the engine nor let the exsaust flow. Seems you could unbolt it to naturaly asperate and some how open the exsaust up to flow again. Mark H.
