You're not making any sense. If it takes the equilavent of two gallons of oil to make one gallon of ethanol then how the heck is that going to reduce the importation and reliance on oil?
It creates greater demand for the oil because the conversion to ethanol is a net energy loss.
You can't spin it any other way and sticking your fingers in you ears and shouting la, la, la will not make it any different.
