The manifold gizmo is a butterfly valve like a choke. I may be wrong here but I believe on the Power Wagons you adjust it manually. Other 230 engine applications have bimetallic springs to set them automatically. The manual ones should be set closed in cold to make the engine warm up faster and open in warmer weather because you dont need the help then. There were 2 types of governors. The most common is a sandwich governor that mounts between the carb and the intake manifold. All this is for is to protect you from yourself. It prevents the engine from being over-revved. The other type of governor is monunted on the front right of the head and is belt driven. It allows you to set the engine speed and maintain it as you apply a load through the use of PTO driven implements. These mostly came with trucks with the rear belt pully option and are quite scarce.
Your hand throttle will set the engine speed but wont compensate for engine load.
