I had a Draw Tite Gooseneck hitch on my 98, also have the same one on my 2003. The Draw Tite mounts on the side of the frame rails in holes that are already there. No bolts go thru the top of the frame rail on the Draw Tite mounts.

Check this link. it shows the draw tite mount.
The top cross plate and actual receiver for the gooseneck ball are all the same. Different side plates are used depending on Make.Model of truck. I really like mine, not a problem. Both hitches were installed by the dealer.
