Gooseneck Hitch 98 Dodge 3/4 ton install???

OK I have a 98 3/4 ton Dodge Ram Truck I want to put a Gooseneck Hitch in. I was looking under the truck and there is a Large frame cross member going across between the frame rails just ahead of the rear axle(about center of front shackle on axle leafs). The cross rail has 3 holes in the top of it in the middle and one is like a 1" hole in size. Is this cross member set up for a Gooseneck Hitch? Not sure where a gooseneck goes in the bed in the first place. Is it center of the rear axle or ahead of it?? There seems to be no holes in the frame for something to bolt across but this cross member is wide and very strong looking and wonderd if the factory had put this there to use? Any help on this?
