It goes inside the step-up piston. If you remember there is a cylinder piston connected to a plate with a rod on the opposite end that fits into a jet. It's located on the left side of the carb from the needle & seat. There is also a material gasket the size of the piston that fits in the bottom of the piston bore. Make sure you get that in also.
