Actually he's from the distant planet Zolton.He's gathering all the info he can on any or all FFPWs.As soon as he's finished his fellow "Zoltones" will beam all those FFPWs straight up to their planet.
Don't try to BS him and send info on a Power Giant,it'll come crashing back to earth.And for god sakes if you feel and hear a deep hum, don't even think you're losing a bearing in the tranny, bale outa that sucker.
