The truck I bought had a frame-off started. The previous owner had used POR on the rear half of the frame.
POR is incredibly tough and hard, but it seems to have one flaw. When I noticed a little rust-through in places on the back cross member, I decided to blast. The POR in places came off in long strips or sheets. THeir was very little "grip" to the underlying metal. I can see how moisture could get under it in this scenerio.
I am not sure if the problem was due to the prep or the paint, but I think that blasting and what Paul says is the gold standard, as you are sure of elimination of rust before painting.
