All shipyards today that want to be EPA compliant use blast screens to catch the waste. Its not the used grit that is of the most concern, but the material in the paint that is removed.
I've been in almost every shipyard on the west coast, hawaii, and a few in the gulf and they all use blast screens. And almost all of them have been fined before they learned!
