It's very difficult to diagnose any of this without knowing lots more details. Is the engine new? If so the rings may not have had time to seat. If the front & rear end have 90 degrees of play then I would have doubts about them being rebuilt or certainly being set up properly.
One thing I can tell you is that if this truck has been restored & has a professional paint job & appears as a restored vehicle should...$15,000 is a very reasonable price.
You can't restore much of a truck for $12K US.
