Thats the relieve valve. Maybe it's sticky due to rough machining, maybe it has a chunk of gunk in it,keeping it from closing. Maybe infant mortality- broken spring? Or , not likely, is your pick up screen plugged with excess silicone seal strings, thereby cavitating the pump? Not likely because it takes a while for the silicone strands to fall into the pan. Pump shaft didn't strip or break - we would have heard by now.
