There are two oil galleys drilled through the block from end to end. It ties to the main feed in the back, from the filter. They feed all the lifters. Some use pipe plugs, some use tin plugs. Some plugs are accidently left out. Now that you mention the drop from 50#, it makes me wonder about a stuck relief valve, better take it apart and make sure the plunger moves freely. Cam brgs have a slot to let oil into the brg, misalignment can block the hole, but no way to let lots of oil out. But it is possible to scrape a groove into the cam bearing as you insert the cam- those lobes have sharp edges. The groove could let oil out. Inspect those closely, then re-install cam (early in assembly process, before crank )with block on end, lowering cam vertically and guiding it from the crank side. Don't use any sealer at the oil pump, you don't want the goop plugging the oil ports.
