I think this question could be a trick question because it didn't specifically include "dodge".

There was an earlier "power wagon" that was made by the Grabowsky Power Wagon Company of Michigan, built by Max Grabowsky starting about 1905 (?), these delivery trucks were civilian models and were bought out by General Motors(?).

There was a magazine in the 20's called "Power Wagon Magazine" (I think that was the title) so I know the "power wagon" name was around before the 1940's.
