Would a military specification starter off a M880 (the Dodge gasser that was replaced by the GM diesel in the lineup) work?? Combine that with a Leese-Neville or similar 24 volt alternator spec'ed for off road or military application and it would still be waterproof.
Not sure about waterproofing the coil/distributor setup but it should be do-able...
