Aaron,

The location you describe would place it directly over the left side transmission PTO opening. I had a hydraulic PTO mounted here on my '63 W-300 before I replaced the NP435 transmission (original with PTO openings on both sides) with a NP540. I set it up with another cable actuation, not a lever. It did not interfere with the transfer case PTO or winch drive shaft. I'd guess that your truck may have indeed had a PTO mounted there. Is this on the old cedar beater you got? I can see that they could have slapped a hydraulic system on it at some time, but you'd probably see some signs on the PTO cover, like mixed bolt heads or silicone sealant.
