This is the correct location for the glass bowl fuel filter starting with the E7F1 CARbureTOR first available in late 1947. The E7F1 and E7S1 used a CARTER filter though. Mathew's filter appears to be from another manufacturer, so I am not sure why the hole is there. If it is a "weep" hole, it may be designed to weep gasoline once the filter becomes clogged. Kind of unlikely considering its location close to the exhaust manifold. The engine block mounted fuel pumps have a weep hole that comes into play when the pump diaphram fails.
