Help starting an old WC54 (230)

I have installed a brand new carburetor ETC and with a HIGH boost on the battery machine, the engine turns and turns for short time, then runs out of juice in the battery. The little glass bowl on the gas pump looks inactive and is about 5/8 full. I have added a few gallons of fresh gas to the tank and it last ran about 2 years ago. Any body have any ideas to get this puppy started?
