Need Experts Opinion WM300

I've been watching the 67 WM300 on ebay. Since I know it's common for the cabs to rust behind the seat I had the guy send me a picture of that area. Could someone more knowledgable than I give their opinion of how bad that looks. I can obviously tell it's a little more than surface rust, but don't know how the steel tube is suppose to look? Is it short and the end is just rusted or is it suppose to run all the way across and the end is rusted away.
