Looking thought my "Dodge Trucks" book by Don Bunn, it looks like what is on the trucks in 29, 30 & 31 (could be more years, but no other rear pictures). It seems to me a center low mount stop light. The best images is on this 1930 Dodge Merchants Express hakt-ton chassis.
