The M37s are different that was how my PW worked. The M37 has it built into the side of the cab and has a Spring & Chain conection to the throttle in side this box worked by the Gas Pedal from the outside. When it over revs the vacume pulls it back closed so it is harder to elliminate it. The spring is how you adjust how much it can rev up. Mark H.
