That's the way the older ones were made. They varied the braking force based on peddle force. In my openion, those types do a better job of providing a better controlled braking to the trailer than those today that connect to the brake light.

The unit we had on the '74 Chrysler Newport was connected that way, and had a load adjustable knob, so you could make sure the trailer brakes were not only variable based on your braking peddle force, but also based on the weight of the trailer and force it needed.
