I just thought of this. If the relief valve spring is too short, then I believe that would simulate a valve stuck open condition. I bought the spring new from VPW at the time of the engine rebuild, and I don't remember if it was any different or not, but I don't remember paying specific attention to that either.

I need to get a hold of the correct length dimension for the spring.

One more thing: you are correct in saying that the filter should have an o-ring at the top, because without it, the oil will go straight into the center tube and into the engine unfiltered, rather than going through the filter element. This in itself should be a concern to everyone on this forum who thinks they are getting some filtration from their filter.
