I agree with you that it does not make sense.

As you state, GTK's diagram shows that the filter gets bypassed (i.e., no oil can flow through the filter) when the relief valve is closed. Then when the pressure increases enough, the valve gets pushed to the open position, allowing oil to flow through the filter.

However, I don't think the valve is stuck open, as I have looked a couple of times and found that it moves freely in its bore. I suppose one thing I could check is whether or not it appears to be of the correct dimensions so that its groove and hole do not line up with the hole in the engine block when they are not supposed to, and do line up when they are supposed to, if you see what I'm saying.

With my engine, the pressure increases as rpm increases. The pressure will get up to 40 psi or more by the time the engine is at around 1500 or 1800 rpm or so, even when the engine is all warmed up.

I don't mind thinking about problems, and don't want to go through life in a rote manner either, but I have checked a good many things and have given this quite a bit of thought and have not come up with anything concrete except the filter.
