Matt, sounds like you may have rubber lines supplying the filter. Think steel lines are correct. Also, the bypass on the pressure relief only opens and allows oil to return to the pan when it has sufficient pressure. When the pressure is low the bypass circuit is closed and oil is not flowing. Are you sure you have the filter plumbed correctly? (Return MUST go to the fitting directly above the pressure relief valve.)
