After many miles of hard use, the rivets get worn loose- the holes oval, the heads worn , to allow lots of motion. Welded frames break, that's why frames are still welded today, when electric welding has been around for 70 years. But rust will tighten up a frame , until it gets worn off again. Then it'll be looser than before. Who needs lockers, if the frame is flexible enough!
