If none of the magic juices does the job, put a torch on the nuts until they're dull red. That should expand them and crack the rust. Some suggest putting some candle wax on the hot nut to soak into the threads as well. I've found that in any place I can get a torch on it without burning something, the torch treatment will break the rust loose. It helps to start trying to loosen the nut as soon as the torch is off, before the nut cools, so you'll have the advantage of expansion.
