In the "For whatever its worth" department, there was an article in a past issue of Antique Auto Restorer where a fellow compared POR 15 with Eastwoods Rust Encapsulator and the Eastwood product smoked the POR. On the same tailgate. If the POR is not put on "buy the book" It'll lift. I have places where I got the POR 15 Metal Ready surface prep, on a little heavy and the POR paint is lifting, even after drying properly. If I had it all to do over I would either try Eastwood or better yet use the PPG product that Paul (in NY) is using---20/20 hind sight.
