No comparison in the two.
Properly done powdercoating is infinitely better, harder, more durable & better looking but also considerably more expensive.
Probably more than $1500 to do a chassis & all the brackets, parts & pieces by the time you have them blasted.
As for POR15...it's a great band aid for a truck that's being worked or driven & it's cheap. A few notches better than say Tremclad or Rustoleum but it is no miracle cure & there is really no way to make a rusty frame perfect without first sand blasting.
If you have the time & money...Powder Coat or Epoxy.
