I have used some POR...on my gas tank, tranny, and T-C, and it looks good. I noticed, however, that on my frame there were places where I was getting a little rust-through with it. Because of this, I decided to do it "right". I sand blasted the frame to remover all rust. I then treated it with Picklex-20 to prevent flash rust. Then, I sprayed epoxy primer and finally hardened urethane.
I noticed when I sandblasted that the POR was very hard, but in some places it did not stick well to the metal and came off like it delaminated.
Len Stuart over at the autobodystore.com site is doing a comparison between POR and Zero Rust (another paint over rust product). SO far the Zero Rust seems better against rust-through in a salt water environment test that he is doing on a boat.
This test is not "scientific" but it gets one to think.
