Remove the voltage regulator, and wire brush the firewall area under the regulator, then re-install it using either screws that have a serrated head (not sure of the correct term) or screws with serrated washers under the heads. You probably have a bad ground connection.
Try replacing the regulator if this doesn't help. Sometimes a battery nearing the end of its life will cause the deflection, too.
