The 383 was not a regular option that I know of on the 300 and up series. I know the bigger trucks had 361's in them but I have not heard of a BB in any of the Sweptline 300's. Doesn't mean it didn't happen but if the door tag says 318 I would suspect that is what came in it originally. Can you talk to anyone at the FD? They might give you a lead to someone who was around at that time and able to give you some history. Around that time the Portland FD did a lot of repowers and that was common in other Departments as well. Mostly diesel but might have been done to this rig also but seems unlikely with the low miles. BTW, Porland still has a '68 F250 4x4 Ford that I drove some during my training in 1973. I last saw it about 6 years ago, still looking like new and with about 13,000 miles on it. Even though it is one of those other guys it is such nice shape I sure would not mind having it.
