It's not a matter of cost, they just ain't available?
Use electric fuel pump, use old fuel pump as vacuum pump.
Many diesels use a bolt on or belt drive vacuum pump, can something work on a flat head? Mount on right side, drive by back of belt?
How about an exhaust venturi with a smog pump check valve?
