I used an ID three jaw bearing puller from a slide hammer set on the bronze bushings. On one side it came out using the slide hammer. The other side was very tight in the axle. I made a longer threaded shaft courtesy of hardware store threaded rod.
Take a wood 4x4 that's long enough to span the round knuckle on the axle. Say, 8" long.
Drill a hole through it. Run the rod down through the wood, the three jaw puller. Add a nut and washer on the 4x4, and 20 or so turns later the bearing will come out. The seals didn't respond to that, and I just had to chisel away at them.

To avoid damaging the seals and those expensive bronze bushings on the install, on the lathe I turned some "pusher" stubs to the correct diameters and shoulder for the bushings and for the seals. The seals tapped in with a hammer easily.
I froze the bushings in dry ice/alcohol
(you don't need much volume of that mixture, it's -240F.)to shrink them a bit, and quickly tapped them home with a small air chisel on the stubs to seat the parts nicely.
Worked slick.
