That's what I'd try. I've never found any paint, glue, or plastic material that it wouldn't dissolve. I use "Jasco Paint, Varnish, and Epoxy Remover". You don't want the "safe" kind that's just alcohol and lye. Make sure the warning label says that it contains methylene chloride. A wire cup brush on an angle grinder would probably also do a good job with little damage to the metal.
