I've no doubt that seatbelts save lives. I've a cousin that is a quad because she was thrown from a jeep.
That said, I don't think draconian forced usage and it's subsequent diminishing of individual freedom to be a good thing. This law is also used now for the initial excuse to make a traffic stop, as well as to just increase government revenue at the citizen's expense.
I believe that education is a better way. Why do the actions of a miniscule minority justify a boot on my neck? As you can see from some posts, even the threat of the law won't make some people follow that law. Even if it is for their own safety.
