Eddie is correct, no title on loder vehicles. However, NYS does require a paper trail of registrations + a Bill of Sale. If there is no paper trail of past registrations there are forms you can fill out, and a PENCIL RUBBING OF THE SERIAL NUMBER and they will issue a NON TRANSFERABLE
registration. Then all paper work goes to Albany. After a search is done to assure its not stolen (usually 30 days or so) a TRANSFERABLE registration will be issued.
During the period of the NON TRANSFERABLE registration, you have plates/full ownership, but can not sell or transfer it to any one else. Once you receive the TRANSFERABLE registration, you are all set and can sell it or whatever.
