In theory, most government surplus vehicles have been "donated" to fire-fighting departments, via the individual state's "FEPP" which stands for Federal Excess Property Procurement.

Yes, the vehicles are subject to recall back into the program, but there are certain rules that govern the disposition of the vehicles according to their age, value and condition.

The various states each have a screening department that selects federal government surplus property, and sets a value on it, whether it be furniture, business machines, vehicles, vessels, etc. The screener then publishes a list that alerts end-users to what's available.

Fire departments get to choose after the state Guard entities do. After them, there is a pecking order that includes Civil Defense organizations, schools, highway departments, museums, etc.

Local organizations that are on the list to receive donations can appoint a FEPP contact person. That person works with the state FEPP person to effect the donation.

In New York State, and presumably in other states, after one year, the "donee" (their word, not mine---shudder) can dispose of the vehicle by public auction.

There have been several clever (read: not indicted, yet) highway commissioners who have made quite a profitable little business of getting cheap army trucks, and selling them at a fat profit one year later.

Your truck is probably one that has been declared too old, or not valuable enough, to be recalled into the system, or perhaps it was donated in an era before the current system was in effect.
