I bought one from the city of San Diego, I had to get a release from some mythical government agency. Letter came back as undeliverable, DMV took that as a reasonable effort and gave me a pink. I think the pink slip from the city said something- owner was some federal agency? otherwise DMV would have taken the bill of sale....I guess I didn't clear anything up for you after all??? But there is a system to get a buyer a release, just more legal hoops to jump through.
