One thing you can check on your hand brake is the bolt for the C clip that's across from the adjusting bolt. This is down on the brake band. Mine was missing the bolt. When I replaced it, I tightened it to tight. It pushed the brake lining into the drum. When I tried to drive the truck, it acted like the brakes were locked up. Because I had just finished with bleeding brakes, at first that's where I thought my problem was. After checking and rechecking the hydraulic brakes and not finding a problem there, I took the truck around the block one time. The smoke from the hand brake showed me where the problem was. After loosening the bolt on the C clip, I haven't had any more troubles with it.
BTW, The bolt for that C clip is supposed to be safety wired.
