Try using Penetrol by the Flood company. It can be found at hardware stores for @ $8-12/quart. It was first used as an inexpensive rust preventor on Lake Erie ships. It is also a key ingredient in Flood brand exterior wood stains. It dries clear and can also be used to rub on old paint and remove oxidation.
