nobody wants or tries to discourage natural curiosity in kids (well, ok...there are a few bad apples who do...but they'll get theirs in the end), but regardless of where you live, child safety IS a major concern on campus.
i feel quite certain that if something were to have happened to your son while he was "bird watching", your reaction would probably be quite a bit different.
now that i've gotten that off my chest, when your kid comes home...give 'em a hug,tell you understand what happen, and that you are not mad in any way, and suggest an alternative solution for getting a chance to see "the bird" (like maybe dragging a few more playmates and a playground aide along with him the next time he feels the desire to investigate).
