Mobile fuel tank questions

I'm thinking about mounting an old 250-gallon home furnace oil tank in the back of my deuce to haul off-road diesel for various equipment. I know I'll have to attach it very solidly so it doesn't break loose, being taller than most truck tanks. Other than that, I'm interested in any advice anybody may have regarding this. I plan to put an electric pump in it, so I can finally do away with using jerry cans for everything. Part of the motivation is 100 gallons of furnace oil I can get for free right now if I have a place to put it.

Questions include:

Is this kind of tank strong enough to not break loose on rough roads? If necessary, I can attach it to the front upright of the bomb hoist, which should help a lot.

Will I get into any DOT or EPA trouble hauling this much fuel in a single tank? Does it need to be placcarded?

Is it dangerous to weld brackets onto the outside of an empty diesel tank?

Most of all, has anybody done this and can tell me if it worked okay?
