How do you Bypass the Governor?

On the 46 (red) PW Wrecker, the engine starts and runs, but the throttle has no affect on the engine speed.

It has the Carburetor mounted Governor, and I suspect the mechanism isn't transferring the motion from the throttle shaft to the butterfly shaft.

Pop and my brother would like to play around with the truck and since I'm not there and won't see the inside of the governor when they pull the plate off, I'm looking for any advice to give them.

Is there a simple way to "bypass" it or lock the shafts together for now, until we re-build it?
