This question has come up before. I don't remember if an answer was ever agreed upon. I do not see how having the plate in place, or not, would have any effect on the operation of the governor (either integral or sandwich type). The velocity that effects these governors is developed at the area of the throttle plate. The fuel centralizer plate is lower and closer to the manifold. I am not sure what its exact purpose is, but it does cause a slight restriction and increase in velocity at this point. A closed slot gasket below the plate, next to the manifold adaptor would be doing no good at all. One might as well use a gasket with no slot or holes. But, if used as you suggest, above the plate in combination with an open slot gasket below the plate, the increase in velocity may have a positive effect on the vacuum to the accelerator pump. I believe I am currently running an open slot gasket both above and below the plate.

I have worked on trucks where the plate has been removed and only one gasket used. Usually, on these trucks the governor base will not seal well to the manifold adaptor. The thicknes of two gaskets in combination with the plate are needed in order for the stud closest to the firewall to clear the governor casting.

The carburetor is easy enough to remove and reinstall. Trying different combinations of gaskets and comparing results is certainly worth taking the time to check out.
