Several things.

I talked to the tachman several years back. He said at the time to take a D cell "flashlight" battery and touch to poles of the Tach (on the workbench). If you see deflection of the needle, the gauge is probably working.
Next is the transmitter. The batteries are next to impossible to find. I found one reference to them as listed below.

Where do I get batteries for my Sun tach transmitter?

Try checking Hemmings for a company named Show Cars, which specializes in 348 and 409 Chevy. They list batteries for the '62 409 Sun tach.

I have not tried to order batteries for mine.

The tachman said at the time, he could replace the transmitter board with a modern solid state unit that would not require batteries and would look the same from the outside. Price at that time was about $170 as I remember. This was assuming that the guage did not need any work.
