Sometimes they don't get hooked up again after major work either. On the other hand, there is usually some degree of connection through the drivelines, axles, springs, etc., not to mention oil pressure gage and temp gage tubes if they're old-fashioned metal ones. Like I said, it could be anything between the battery post and the starter motor, but given that it's the light-gage wires from the batt post to the chassis that melted, I would bet that the bad connection is between the chassis and the battery, not between the chassis and the block. The current is obviously getting from the starter to the chassis okay or it wouldn't be melting those lighter-gage wires.
