I've owned a few dozers in the last twenty five or so years.I have a John Deere 450C with a six way blade,T handle control and rear rippers.
Is your D4 a wide gauge or narrow gauge?
What I gathered is your tilt turn buckel is welded so your blade is in the level position.
You need to start your road by digging straight into the hill until the heel of your cut is lower than the edge side.Do this for aleast two times longer than your cat.Now you have a tilted in pad which to start from.
Start cutting your road, cut a few feet at a time,peel the dirt off over the side.You'll find that the cat will want to keep lifting up, throwing off your slight tilt in the road.You'll have to stop and dig straight into the bank again to keep the road fairly flat.
