I know it can be done because the county and the loggers built roads on even steeper hillsides around here with much worse cliffs under them back in the days when a cable-rig straight blade D8 was a state-of-the art machine. I need to find one of the old timers if he's still alive and ask him how they did it. Of course the railroads did it too, but they could hire 1000 chinamen for ten cents a day.
